On your specific question of Sierra being slower, perhaps you are providing too little for RAM. MacOS is a memory hungry OS. My VMs are very slow at 4 GB RAM; become responsive at 8 GB but sometimes they seem stuck at writing to disk, so I gave them 12 GB, and now they seem happy, faster. The macOS Virtualbox option is designed for genuine Apple hardware. Otherwise, this is generally a slow process. If all has gone well, you should be greeted by the MacOS installer language selection. If so, you’re almost there! On the top menu, open Utilities Disk Utility. I use virtualbox everywhere (i'm a big fan) so I have VB on windows10,Linux (manjaro), macOS Sierra and Yosemite. ONLY on macos Sierra (tested on multiple devices) the windows 10 and Linux guests UI/mouse lags bad! The only way to make thing better is to disable mouse integration, but than the pointer is no longer accurate and you loose this.

I am getting very slow performance on this guest, when moving windows it stutters. When playing short MP4 videos in VLC, the app goes non-responsive and is incredibly slow to respond to input.
The relevant VM settings are :-
Video RAM : 128Mg
Base Memory : 2048 Mb
CPU : 2
Acceleration > Virtualization : Default
Hardware virtualization : Enabled nested paging (no other option appears here)
Virtualbox Mac Os Slow Screen
As a point of comparison, my rather old Windows 10 PC (Core i5 3450 Ivy Bridge @ 3.10Ghz, 8Gb RAM) runs the same guest OS much better and faster. The only difference I can see in the VM options it that my PC has the additional option of 'VT-x AMD-V' Hardware virtualization.
Can anyone advise?
Are MacBook Pros just not great for VirtualBox?
