When I try to install, it prompts me to install 'Silverlight 5 Developer Runtime' first. I have already installed 'Silverlight 5 Runtime' (Not developer) and Silverlight 5 SDK on the server. So I am searching for Silverlight 5 Developer Runtime, and I could not find any link to download it on Microsoft Web Site.
